Our New Products Help Uninsured Get Coverage

Craig Thomas, Vice President, Marketing Operations and Business Transformation at BCBSF, explains…

"Helping to find solutions for the uninsured is important to us. These new products supplement the efforts we make through our charitable giving program to help provide health care to as many Floridians as possible."

Our mission inspires us to support strategies that advance the health and well being of nearly four million underserved and uninsured Floridians. To address the needs surrounding our changing industry, our July newsletter provided insight into consumer directed health care solutions, and now we’re excited to announce several new low-cost products that will deliver quality coverage at more affordable rates.

Cover Florida Plan Coverage
The Cover Florida Health Care Access Act was developed by Governor Charlie Crist and passed by the Florida Legislature. As an approved carrier for Cover Florida, we are offering families quality health care benefits with affordable rates.

Our offer includes two “guaranteed issue” individual under 65 plans based on the BlueOptions® network:

  • Cover Florida Non-Catastrophic Coverage is patterned after GoBlue. The plan covers basics such as annual physicals, doctor visits, basic and preventive dental services, prescription drugs and laboratory services.
  • Cover Florida Catastrophic Coverage combines hospital/surgical and indemnity coverage. The plan includes emergency room treatment, outpatient surgery and hospitalization, and the same benefits as the non-catastrophic plan.

The eligibility requirements for these plans include:

  • Uninsured for six (6) months (unless certain conditions are met)
  • Must be between 19 and 64 years of age
  • Cannot be eligible for government programs and cannot be covered by a private policy

These plans will become available on January 1, 2009.

Partnership Prepares for Take-Off in Miami-Dade
In a partnership with Miami-Dade County, we have co-designed an affordable health product that will be available to small groups and individual under 65 residents in Miami-Dade County. The Miami-Dade pilot program targets the uninsured population who do not qualify for public programs. The plan design will insure both catastrophic and primary care coverage for small group employers and individuals.

The target date for the launch is July 2009 — we will keep you updated on the progress.

There’s No Denying It…GoBlue Gets Rave Reviews
With monthly rates from $25 - $50 per member, GoBlue provides access to affordable health care, basic and preventive dental services, laboratory services and pharmacy on a guaranteed issue basis. When coupled with a hospital surgical plan, it can provide comprehensive coverage. GoBlue offers the greatest value when the member utilizes an in-network provider. For covered services, members also receive the benefit of balance-billing protection.

Highlights are:

  • Pays up to $50 per visit for physician services
  • Pays up to $50 per visit for basic and preventive dental services
  • Pays 100% of laboratory services at Quest Diagnostics
  • Pays up to $15 for prescriptions
  • GoBlue is a guaranteed issue product
  • Available to individuals under 65

Comprehensive Coverage at Discounted Prices Offered in Select Counties
BlueSelect® will provide comprehensive coverage priced significantly lower than current plan pricing. The product is designed for the under 65 working uninsured, underinsured, and those about to become uninsured. It is not intended for use as a lower-cost product in general or for those qualifying for subsidized health care. It will be available to small groups and individuals under 65.

BlueSelect is able to meet a lower cost need in the market because of our approach with the local network and the new approach to pharmacy coverage, along with certain services only being available in-network from an exclusive provider. The network is a combination of PPOs (Preferred Provider Organization) and EPOs (Exclusive Provider Organization). It is not an extension of BlueOptions.

We are rolling out in the Tampa area later this year with plans to release in more counties in 2009. We will keep you informed of our progress.

Family Coverage Has to Start Somewhere
FamilyBlue Medical Discount Card (previously announced in a Breaking NewsfromBlue) for individuals under 65, is a non-insurance product providing access to discounted health care services. For only $19.95 a month, one price will cover up to six family members. Highlights include:

  • Solution for low-income uninsured
  • In-network discounted pricing from 5%-60%
  • Fills gap in portfolio for individuals with chronic medical conditions
  • Simplicity (no limitations or restrictions of any nature)
  • Entry point for non-buyers (uninsured individuals)

Focusing on the Fundamentals Effects Lasting Change
We will continue to provide programs that improve the lives of thousands of Floridians by:

  • Working for public policy that enables an excellent, efficient health system
  • Providing innovative, affordable products and services
  • Reaching out to Floridians to obtain their input as we have done through our initiative, The Power of the Human Voice

We’d appreciate your input on our efforts to be at the forefront in addressing the need for affordable health care solutions for underinsured and uninsured residents statewide. New Member Health Statement

After a year-long initiative to improve our Explanation of Benefits (EOB) statement to be more consumer-focused and in response to member feedback, we’ve redesigned our EOBs! For members with claims activity, the new Member Health Statement provides a comprehensive monthly view of explanation of benefits for all members covered under the policy. The Member Health Statement incorporates the same claim related information already included in the current EOB claims information—providers, procedures and costs—as well as health tips and offers.

Currently, members receive an average of three to five separate EOBs a month. The new Member Health Statement is a consolidated statement detailing the member’s health and pharmacy claims activity from the previous month. Designed to simplify member communications, and provide clear and meaningful messages to our members, the statements will serve as a tool to track health care costs, reduce their out-of-pocket expenses and reconcile provider balances. This statement replaces the per-service EOB and will result in the generation of a 2008 Personal Health Report. We’ll also be able to provide informative member messaging for better health care decision making.

Here’s a look at some of the Member Health Statement new features:

  • Pictorial icons help easily identify the type of health plan service
  • Easy reference of member ID information, plan name and statement date
  • Easy-to-understand column headings for services processed within the last 28 days
  • A breakdown of out-of-pocket costs for easier budgeting, and a helpful tool for tax purposes
  • Online access 24/7 or telephone customer service (December timeframe)
  • Documentation for Flexible Spending Accounts, Health Reimbursement and Health Saving Accounts

The Member Health Statement paper statements are expected to begin mailing in the November-December timeframe. The online version is anticipated for rollout in December.

BCBSF Enters the Stop Loss Reinsurance Market

We are now offering our ASO customers the benefit of a Blue Cross and Blue Shield of Florida (BCBSF) branded stop loss product. Previously we’ve worked with our customers and sales staff to facilitate a product offering using one of our preferred vendors, Companion Life (a subsidiary of Blue Cross Blue Shield of South Carolina) and HM Insurance Group (a subsidiary of Highmark Blue Cross Blue Shield).

The ability to now offer a BCBSF branded stop loss product to our groups offers added benefits that they didn’t have with outside vendors, including superior customer support and immediate reimbursement of claims paid. Your BCBSF sales representative can provide you with the details.

Blue Products with Global Solutions

In a tough economy, businesses want value-added services to pass along to their employees traveling abroad. When selling or retaining BlueOptions® or BlueChoice® groups, be sure to point out the benefits of the BlueCard Worldwide® and BlueWorldwide ExpatSM programs.

As the demands of a multinational business require employees to travel abroad, your groups can have trusted health benefits, plus access to a comprehensive network of highly qualified international providers and hospitals, and 24-hour customer support. This not only meets the diverse needs of their workforce and families who work and/or live anywhere in the world, it also helps them recruit and retain other qualified employees who are willing to travel out of the country.

With BlueCard Worldwide, international business travelers and expatriates are protected abroad just as they are at home. And since BlueCard Worldwide is a feature that is included with BlueOptions or BlueChoice plans, there is no special enrollment or increase to premium.

This program gives members access to doctors, hospitals and health care benefits––across the country and around the world. Members can locate doctors and hospitals quickly and easily through the BlueNational Doctor and Hospital Finder on www.bcbsfl.com, go to “Find a Doctor or Hospital” under Quick Links, then select “worldwide” at the bottom. Or they can call BlueCard Access® at 1-800-810-BLUE. Outside of the U.S., members can call collect to 1-804-673-1177.

Take a look at our brochure which also includes information on how the BlueCard® program works within the United States.

BlueWorldwide Expat is an exclusive, comprehensive health care product that provides coverage for employees of U.S. companies who are working and living overseas. It is a separate global solution for traditional expatriate employees and their dependents that live and work outside the U.S. for most of the year.

Groups can choose from Standard or High Option benefit plans that provide coverage for services such as preventive care, inpatient and outpatient hospital care, dental and prescription coverage. It can be sold with a group health plan or as standalone, and is competitively priced—employees and dependents are age rated. Custom benefits are also available to groups with more than 15 expatriate employees.

Take a look at our brochure for more details on how BlueWorldwide Expat works.

Update—Member Reward Program

“We want to create greater customer loyalty, encourage proactive, healthy lifestyles and reduce medical costs through any type of reward program we offer. But we want to offer a program that will provide more valuable incentives and lifestyle awareness. Our goal is to implement a new initiative in mid-2009 that can more actively engage our members and increase satisfaction with their health care experience.”

- Michael Guyette, Senior Vice President, Sales, Distribution & Local Markets

As you may know, MyActiveRewardsSM was implemented as our member reward program. After being in the marketplace for almost two years, we have determined that the benefits of the program and participation were not at a level to maximize the value of the program. At this time, we are not accepting new enrollment for MyActiveRewards, and by early December, we will remove MyActiveRewards from MyBlueServiceSM and our external website.

We plan to implement a new program that will reward members for making behavioral changes that will help them become more educated about the health care system—encouraging informed decision-making that will help manage their costs. The intent is to help slow the rising costs in the health care industry by encouraging medical cost savings. We will have a phased implementation mid- to late 2009. This approach will allow us to maximize the effectiveness of the program as it is being developed.

We will keep you informed with our progress on this program as it evolves.
